NEW Aug. 27, 2026. The Department of Safety & Permits has issued the Zoning Verification Letter (zoning decision) for 3100 Calhoun and adjacent parcels in response to the developer’s request. The developer’s supporting documents are included in the same .pdf with the letter. This is the zoning decision we have been waiting for. The 45-day appeal clock starts on this day.

Aug. 23, 2026. The developer’s Zoning Verification request, which was filed with the City’s Department of Safety & Permits on July 14, 2026, has not yet been processed. Watch this space for more news—coming soon.

Aug. 1, 2026. Information on proposed revisions to the Frostop development is scarce, but the developers have already begun the permitting process by filing a Zoning Verification request with the City’s Department of Safety & Permits on July 14, 2026. A Zoning Verification is supposed to confirm that a project complies with the City’s Comprehensive Zoning Ordinance (CZO Art. 4.9.A).

A request must be approved through the issuance of a Zoning Verification Letter by the Director of Safety & Permits before the proposed construction can be permitted (CZO Art. 4.9.C). The Zoning Verification Letter for 3100 Calhoun has not yet been issued; and no building permit applications have been filed to date.

A Zoning Verification Letter (or decision) can be appealed to the City’s Board of Zoning Adjustments (BZA) within 45 days of issuance (CZO Art. 4.9.E). 

July 30, 2026. Received results of a public records request—correspondence between the developer/Tulane and Council District A. This is a 148-page .pdf stored on Google Drive.

Note about Ted’s Frostop: The demolition application for 3100 Calhoun was withdrawn by the developers ahead of the City Council’s Regular Meeting of June 4, 2026. As for the revised plans—the scope of work at the original Ted’s Frostop structure is unknown at this time. It’s clear, however, that an additional commercial space with frontage on S. Claiborne is proposed.
