Developers like Deb Singer, Danny Heidenberg and Marci Surfas will perform (or attempt to perform) interior demolitions to add bedrooms to single-family houses without expanding the footprint. Heidenberg has managed to renovate most of his buildings without the benefit of a permit. Berry Silver and his partners don’t apply for permits until they’re cited for working without one. Developer Edie Pitt will apply for a permit of limited scope; and then exceed it.<\/p>\n\n\n\n
