{"id":3928,"date":"2021-01-01T23:33:32","date_gmt":"2021-01-02T04:33:32","guid":{"rendered":"https:\/\/townofcarrolltonwatch.org\/wordpress\/?page_id=3928"},"modified":"2026-02-17T15:40:26","modified_gmt":"2026-02-17T21:40:26","slug":"report-a-zoning-violation","status":"publish","type":"page","link":"https:\/\/townofcarrolltonwatch.org\/wordpress\/report-a-zoning-violation\/","title":{"rendered":"Report a zoning violation"},"content":{"rendered":"\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Identifying the violation<\/h2>\n\n\n\n<p>If you suspect a zoning violation in the neighborhood, first check the property address at the <a href=\"https:\/\/onestopapp.nola.gov\" target=\"_blank\" rel=\"noreferrer noopener\">OneStop app<\/a> of the Department of Safety and Permits (DSP) to confirm whether or not a permit has been issued for the kind of work that&#8217;s been observed on the property. <\/p>\n\n\n\n<p>(Be sure to check all street numbers in use for the property.)<\/p>\n\n\n\n<p>If no permits are listed, proceed with your complaint. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Submitting the violation report<\/h2>\n\n\n\n<p>Submit a complaint at: <a href=\"https:\/\/nola.gov\/next\/safety-and-permits\/topics\/report-a-violation\/\">https:\/\/nola.gov\/next\/safety-and-permits\/topics\/report-a-violation\/<\/a>. <\/p>\n\n\n\n<p>Only a single file may be uploaded along with your complaint. You may file a .pdf containing several photos; or a zip file. (Stating your name is optional.)<\/p>\n\n\n\n<p>You may also submit your complaint in an email to inspections@nola.gov, attaching several files at once\u2014but DSP prefers that you use the report-a-violation file..<\/p>\n\n\n\n<p><strong>Or write us at contact@townofcarrolltonwatch.org, and we&#8217;ll submit the complaint for you. Please include a photo of the violation.<\/strong><\/p>\n\n\n\n<p>Then you may track the status of the violation on OneStop. Normally, DSP will not contact you.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Tracking (and troubleshooting) the violation<\/h2>\n\n\n\n<p>If the violation has not been registered on OneStop within a few business days of your report, contact DSP&#8217;s Zoning Administration Division at (504) 658-7125 or zoningadministrator@nola.gov. You may also write again to inspections@nola.gov. <\/p>\n\n\n\n<p><a href=\"https:\/\/nola.gov\/next\/safety-and-permits\/contact\/\" data-type=\"link\" data-id=\"https:\/\/nola.gov\/next\/safety-and-permits\/contact\/\" target=\"_blank\" rel=\"noreferrer noopener\">More contact information<\/a>. Inspection delays are very common. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Did you know&#8230;?<\/h2>\n\n\n\n<p>Use the <a rel=\"noreferrer noopener\" href=\"http:\/\/property.nola.gov\" target=\"_blank\">Property Viewer<\/a> (link to City website) to determine the zoning of a given address.<\/p>\n\n\n\n<p>See the <a href=\"https:\/\/townofcarrolltonwatch.org\/wordpress\/wp-content\/uploads\/2021\/02\/building-permits.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Guidelines for Building Permits<\/a> (.pdf) from the Department for Safety and Permits for a quick review of the kind of work that requires (and does not require) a building permit. (Note that permits for roof repair are now required.) Includes the helpful reminder that a contractor may not start work before a permit has been issued\u2014and &#8220;clearly and visibly&#8221; posted on the work site.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Violation types<\/h2>\n\n\n\n<p>Following are some violation types that appear as categories on the DSP &#8220;report a violation&#8221; submission form.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Zoning violations<\/h3>\n\n\n\n<p>Common zoning violations in Carrollton include:<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Paving the front yard<\/h4>\n\n\n\n<p>Front yards may <em>not<\/em> be fully paved. The maximum impervious surface in a front yard is 40%. (The exceptions are grandfathered uses.) See the CZO, Art. 11, <a href=\"http:\/\/czo.nola.gov\/Article-11#11-3-A-1\" target=\"_blank\" rel=\"noreferrer noopener\">Table 11-2A: Residential Districts Bulk &amp; Yard Regulations<\/a> (link to the CZO).<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Parking in the front yard<\/h4>\n\n\n\n<p>Yes, this is a zoning violation. <a href=\"http:\/\/czo.nola.gov\/Article-11#11-3-B-3\">Parking is prohibited in the front yard<\/a>. More specifically, <a rel=\"noreferrer noopener\" href=\"http:\/\/czo.nola.gov\/Article-22#22-11-D&quot;\" target=\"_blank\">parking pads are not allowed in front yards<\/a>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Unpermitted dumpsters<\/h4>\n\n\n\n<p>Unpermitted dumpsters were formerly listed as a discrete complaint category\u2014no longer. Select &#8220;zoning violation&#8221; and provide details of the violation in the text box. A permit is required for dumpsters parked on public property. (Dumpsters parked on private property do not require a permit.) This is a very common violation. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Working without a permit<\/h3>\n\n\n\n<p>A work permit must have been <em>issued<\/em> by DSP before the work can begin. If work has begun when the permit application has been submitted (but the permit has not yet been issued)\u2014the owner (or their contractor) is in violation and should be reported under the violation type &#8220;working without a permit.&#8221; <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">No Healthy Homes Registration<\/h3>\n\n\n\n<p>All rentals must be registered with the <a href=\"https:\/\/nola.gov\/next\/healthy-homes\/home\/\" target=\"_blank\" rel=\"noreferrer noopener\">Healthy Homes Administration<\/a>. You may report a landlord&#8217;s failure to register an apartment.
